Namibia Housing Action Group (NHAG) Trust is recruiting an Informal Settlement Upgrading Project Officer

Place of Work: Windhoek with frequent, multi-day travel

Namibia Housing Action Group (NHAG) Trust is a Non-Governmental Service Organization, aiming to support and add value to the activities and processes of the Shack Dwellers Federation of Namibia (SDFN). NHAG facilitates and advocates for change in the livelihood of urban and rural poor by supporting the SDFN actions to secure affordable land and shelter and improving the living conditions of those excluded from commercial housing and financial processes, using a community-driven approach.

NHAG is looking for an Informal Settlement Upgrading Project Officer with the following requirements. Applications will be considered within the gender balance requirements of the NHAG Trust.

Responsibilities:

-          Facilitate activities aimed at informal settlement upgrading with a specific focus on community participatory planning in all 14 regions of Namibia.

-          Plan, organise and facilitate community engagements and multi-stakeholder workshops and document outputs and action points.

-          Facilitate settlement analysis and planning studios in all 14 regions of Namibia.

-          Support and prepare layouts for informal settlement upgrading and greenfield development projects.

-          Supervision of the drafting of layout plans by para-professionals and interns.

-          Liaise with the relevant spatial professionals, local authorities, and ministries to prepare final layouts for submission.

-          Share your in-depth knowledge about layouts (including sewer plans etc) and building regulations for informal settlement upgrading/greenfield development with colleagues and members of the Shack Dwellers Federation to capacitate them.

-          Prepare funding proposals for international donors; write comprehensive donor reports.

-          Prepare and administer budgets and assist in budget control within current and new projects.

-          Work closely with SDFN, Informal Settlement Communities and Local Authorities to attain tenure under the  Flexible Land Tenure Act and other forms of land ownership.

-          Contribute to project planning, monitoring and evaluation as well as community capacity development.

-          Contribute to the development of innovation implementation approaches and new project ideas.

Qualifications:

-          Master’s Degree in spatial design related field.

-          At least 3 years working experience in informal settlement upgrading and greenfield development.

-          In-depth Project Management working experience in urban development projects, including proposal writing and budget control within these projects.

-          In depth expertise in working with informal settlement communities and institutional collaborations.

-          Excellent knowledge and at least 3 years working experience in preparing layouts for informal settlement upgrading.

-          Experience in research projects that are focused on land delivery, participatory community processes, the informal sector, or other related topics

Additional Competencies:

-          Proven ability to produce high quality reports, layouts, and documents

-          Must be competent in ArchiCad or AutoCad proficient

-          Excellent presentation skills

-          Personal flexibility and high motivated

-          Willingness to travel and work on weekends and after office hours
